The Province of East Flanders has far advanced plans for a new provincial government building. For its design and construction, the provincial government will cooperate with the THV Leopold consortium, a joint venture between DMI Vastgoed, Democo and Matexi. From 2021, the new provincial government house will have a place within the Leopold barracks at the Citaldelpark in Ghent.
The deputation of East Flanders awarded the contract to the consortium at the end of January after a contest of more than 2 years. "We are delighted with this choice of the deputation," say Philip Demot and Pieter Vanhout. "It is the crowning glory of all the work after two years of studying and searching hard for the best possible redevelopment of the Leopold barracks. The design process was carried out in close consultation with the Province and the competent city services, with the greatest possible respect for this Ghent heritage.
The Leopold barracks in our story no longer remain the closed massive building, but transform into a lively city neighborhood where living, working and meeting are central. The Leopold barracks retain their identity in this. In addition to the provincial government, we are also integrating the art education HISK, offices for Defense, a hotel, childcare and different housing typologies in the barracks. The functions extend around the Paradeplein, which we will redesign into a green neighborhood park. "
For the design, THV Leopold surrounded itself with Sergison Bates (London), 360 architects, B2Ai, heritage specialist Maarten Dobbelaere and Delva Landscape Architects. In addition, we included Ingenium, 3E and Procos in the team and called on several other experts.
Sustainability at neighborhood level
Forward-looking, sustainability and flexibility were central in the design process. The concept goes far beyond the imposed sustainability requirements for the various buildings. The vision of THV Leopold looks at sustainability at neighborhood level. This translates into measures in the field of integrated water management, energy, mobility, waste flow management, ... to, for example, the green stock, the heritage vision and a thorough participation with the provincial government.
